IRB interface: Forwarding L3 broadcast packets on egress interface

The IRB interfaces support forwarding of L3 broadcast packets on the egress interface. Additionally, the IRB interfaces on these devices allow you to send a copy of the IP broadcast packets to the Routing Engine.
