GRES: Commit check for Routing Engine switchover

If a commit is in progress, the system will prohibit Routing Engine switchover until the commit completes. You can ensure that active commit operations will not interfere with a Routing Engine switchover by using the request chassis routing-engine master switch check command. This feature prevents system crashes and undefined states by blocking the switchover until the commit process is complete.
