DSCP copy on EVPN-VXLAN tunnels

Supported platforms that originate EVPN-VXLAN tunnels copy the DSCP bits from the inner to the outer header during encapsulation. If DSCP rewrite is configured, DSCP rewrite takes precedence over DSCP copy
