You can allocate excess bandwidth on ports using excess-rate percent and excess-priority in port-level schedulers. After servicing the transmit-rate, also known as the committed information rate (CIR), queues with higher excess priority receive excess bandwidth, or excess information rate (EIR), up to their excess rate.

Configure transmit-rate percent, excess-rate percent, and excess-priority (high, medium-high, medium-low, low) in a scheduler at the [edit class-of-service schedulers scheduler-name] hierarchy level and apply it to an interface through a scheduler map. The configuration applies only to port-level schedulers and excludes low-latency, strict-high, low-medium, and low-high queues; hierarchical class of service (HCoS) is unsupported. If only excess-priority is set, the excess rate defaults to 100%.
