Dynamic/automatic empty port shutdown for energy optimization

This feature supports automatic shutdown of empty ports to reduce power consumption by disabling SerDes on ports without transceivers. The system monitors transceiver insertion and removal events. The system seamlessly reactivates ports when you insert transceivers and disables them again when you remove transceivers or mark them unused. You do not need additional configuration. The process does not affect active ports or disrupt network operation.
