Full SNMP engine ID configuration support

We have introduced a new CLI option to configure the complete SNMPv3 local engine ID as a hexadecimal string. When configured, the SNMP agent stores and uses the exact value without adding the RFC 3411 enterprise prefix or any other prefix. This capability is available on platforms that run Junos OS Evolved.
