EVPN-VXLAN: Overlapping VLAN support (Service provider style)

This feature supports overlapping customer VLAN IDs on service provide-style Ethernet-switching interfaces by using one of the following methods:

• Forwarding instances for MAC-VRF: Use multiple forwarding instances per MAC-VRF and configure forwarding-instance identifiers to reuse VLAN IDs across MAC-VRFs.
• Implicit normalization: Map customer tags to provider IDs by configuring "bridge-domain vlan-id" or "vlan-id none."
• Explicit normalization: Configure "input-vlan-map" and "output-vlan-map", "swap", and "service-type vlan-bundle."

IRB interfaces don't support explicit VLAN maps.
