IP device tracking for 802.1X in non-DHCP environments

This feature enables IP Device Tracking to monitor and report host IP addresses on 802.1X-authenticated ports in environments where DHCP snooping is not available. It enables visibility and control for statically addressed clients by leveraging Layer 2 MAC-IP snooping events to dynamically learn MAC-IP bindings. The learned IP address is included as the Framed-IP-Address attribute in RADIUS interim accounting updates, allowing administrators to enforce IP-based policies on the RADIUS server. This enhancement improves client tracking and policy enforcement in non-DHCP deployments and supports secure, policy-driven network access.
