VXLANsec support using MACsec

VXLANsec secures VXLAN data traffic between VTEPs by encrypting all VNIs in a single MACsec session per VTEP pair to ensure confidentiality and integrity. The underlay stays unencrypted. Forwarding begins after the session is established.

This feature adds a remote-ip option to the set security macsec interfaces statement, and the show security macsec connections interfaces and show security mka sessions interfaces commands to accept a remote VTEP IP address as input.
