PIM MDT MT tunnel limit exceeded while moving the C-SG to data tunnel from default tunnel
Description
While moving the c-sg to data tunnel from default tunnel, we are unable to create a new tunnel for this C-SG because we have reached the configured max tunnel limit. Neither can we reuse an existing tunnel because data-mdt-reuse flag is not set
